The Shibuya Scramble Intersection was barricaded on Halloween Night as the city put up banners strongly discouraging people from coming here in costumes and behaving in a disruptive way.
In previous years before the ban, a young crowd would gather around the crossing in costumes and things occasionally got out of hand with people getting drunk, vandalizing cars and harassing other people.
After the Itaewon Tragedy in Seoul, Korea (2022) when a crowd surge killed 150 people, the Shibuya Government decided to put a ban on Halloween celebrations to avoid similar incidents.
A live streaming on the TBS NEWS DIG channel showed parts of the crossing being fenced off with many police officers present to restrict the access.
Heavy rain which began falling around 5pm also helped to keep the crowd relatively low.
